The local kite-boarders in Cuba love our sport and would like to be able to practice more. Cubans cannot buy any equipment with money, they just make to little, around 4 Dollars per Day. Their money (Peso Cubano) isn't convertible to foreign currency anyway. They are not allowed to have convertible currency (Peso Convertible) and cannot import anything from outside Cuba. I visited Cuba in 2005 and spend 6 week kitesurfing in Varadero, on this beautiful 50 meters wide and 15 miles long snow white Beach with daily winds between 15 and 20 mph it is a delight to kitesurf all day long.  Some Tourist donated their equipment after their vacation to the locals. They share this equipment organized through a local lifeguard, who is responsible for the sports education and security for the local people. They make fins and boards from wood, footpads out of packaging material and lines donated from sport fishing yachts that stop in Varaderos marina. In fact there is growing a loving and ambitioned kite surfing community very worth to be supported and promoted. They help each other and stick to each other. Never self-centered and always on the lookout for each other. Its a big kite boarding community with little kiteboarding due to the leak of equipment.
